By the Communal Councils of the Nueva Belén Commune, Guanare - Portuguesa The communal councils are grassroots community organizations that seek citizen participation and can be grouped into communes; through participation, they make efforts to solve social problems through the execution of socio-community projects with resources received from state institutions. The failures detected in the execution of public resources by the communal councils, specifically, of the commune Nueva Belén, Guanare, Portuguesa state, Venezuela; are originated by ignorance of the applicable legal framework, besides the citizen apathy and, in general, of the inhabitants to participate in the process of execution of these resources.The proposed strategies are oriented to the training of the spokespersons of the communal councils that integrate the commune in the different areas for the execution of the referred resources: in internal control, in public contracting, in accounting; likewise, strategies that encourage citizen participation are promoted and guidelines are offered for the execution of public resources by the communal councils.
